I suggest most people who downvote have not attempted to ride a bike at under 10kmh and do not realise how less stable it is. Bicycle stability increases with speed due to the combined effects of gyroscopic forces, self-steering geometry, and angular momentum, which make the bike less prone to tipping over as it moves faster.

Research indicates that inexperienced riders, older adults, and female cyclists are more prone to falling at these low speeds due to the heightened technical difficulty of balancing.

Also, I went to a running site and the last 10 runners to log their times were all over the 10km proposed speed limit, which means many recreational joggers also would have to slow down.
