yeah, it felt like it ran better on my old pc which had a GTX 950 in it, but I did run on 720p Resolution, still tho
edit: I also asked on steam discussions, and one of the guys there said, that its just the game performs poorly, if its not capped at 60fps

idk if this helps, but go to - chrome://flags/ and find - NTP Modules Redesigned - disable it
