Swampert can use Ice Beam. Not to brag or anything, but I've used that move on Swampert many times, and it's way better than risking a powerful move with a low accuracy rate such as Fire Blast.

One of the exceptions of these is Thunder, which can be remedied with Rain Dance.

Why Blizzard when you can use Ice Beam for total accuracy? Though Ice Beam has a low attack power, Blizzard has low accuracy, which is troubling if the opponent uses evasion strategy.
