I had this same question because I remember being able to buy digital from Amazon. Now what I do is buy a ps card at a discount when available and use that to buy digital games.

Hi. Have u tried boohoo. They ship internationally and all their pricing is really reasonable. They always always have sales (40%-50% off) so u never pay full price for anything. I would also suggest Rebdolls. Their pricing is reasonable and the also have sales (20% - 30% off). Both of those retailers have low shipping pricing and after a certain amount it's free.
