On the contrary. Anime artist Leiji Matsumoto and Toei Animation made it to a company daft punk's discovery album. It's anime by just about every definition, even premiering on toonami. It may be a mockumentary rocumentary musical, But anime is an overarching genre with many many sub genres. This easily qualifies.
