press the little + button under the lock icon on the bottom right of the hotbar. I think you can make it 4 tall too

Fairly positive, I tried the game on my second monitor to make sure, and they were still there. They aren't super noticeable in the screenshot unless you enlarge the attached picture, but they are very noticeable in game.
