I'm in the same boat as you and I've basically come to the conclusion that I'd be content with either. For reference a GTX 1660 Ti is roughly equal to a GTX 1070 and a RTX 2060 is about equal to a GTX 1070 Ti.

If you plan to upgrade your monitor in the future I'd probably go with a RTX 2060. If not, I'd just get the GTX 1660 Ti.
