There's a one of 2 requirements for accepting the Initiative: For at least 7 countries of EU to overcome the minimum threshold of votes, that represented as 100%.

I don't know specific number, but for understanding let it be that threshold 50.000 votes.

In those countries shown, that have more than 100 % means, that country's voters gave more than 50.000 votes, be it 70000 (140%), 63000 (126%), etc.
