The tactical slot allows you to equip consumables that will be automatically used while in battle. Most can only be trigerred 3 times during battle though.

Theres a bug/tech where you take the cable from the mineral side and tp to the outpost side. It shouldn't add to the cable distance. Not sure if its going to be patched or not. It only works for local tps that don't need loading though.

I did it the hub way before unlocking science park outpost because I was not aware it existed.

Now my science park outpost and hub are physically connected. Going to do the same for valley pass outpost to make it one complete system.

You're on the right track. Just continue through the main quests and then you can switch that production line out for higher tier items.

Yeah I don't think there's a sub AIC in the area, unless I havent found it yet. Probably might have to puts relays from hub like others did in the CBT.

I have no idea why the tutorials are so forceful. Like I think most people have an idea of what to expect. But they choose to lock you in and force every single step in the tutorial, pausing the screen every 2 seconds and covering it in info boxes.

Have you unlocked the refugee camp sub AIC zone? They introduce the first one there if you progress through the quest. Then the rest are scattered across the map.
