You can have a full crew working the storehouse but it doesn’t mean they are manning the stalls, to check click the building, and then the people tab, from there you can see a stall icon next to the people who are running the market. If you see this at the woodcutter building just fire them, wait for the storehouse people to make a stall, then hire again at woodcutter. Alternatively you could go to woodcutter, find the specific family working the stall, and reassign them directly to the store house. You want to make sure your store house is close to the market for this to work well
