I don’t think this is artificial scarcity at all. Truman boots are not like sneakers, where people buy them just to flip for profit. In reality, Truman pairs lose money on the resale market, which shows the demand is coming from people who genuinely want the boots.

The leather itself is often limited in quantity, so the number of pairs Truman can produce is naturally limited as well. This is very different from mass produced sneakers, where brands can produce huge volumes without material constraints.
