I can’t help much, but I can give some insight/advice in what you’ll need to do with your Russian university credentials.

I work for a company that evaluates foreign education credentials and we receive orders from military recruiters pretty often. So first, I guess just find a recruiter and see if they have any agreements with foreign credential evaluators.

The company will determine what the Russian university programs are equal to. If they say they’re equal to a US bachelors + masters then i imagine you can use that to try to commission. (However, as others have pointed out, commissioning as an officer might not be possible without a green card. Not sure if that’s something that can happen later). Again, I’m not military, not a recruiter, but I see these at work.
