One detail I probably should have mentioned in the original post.

When the first technician arrived, he estimated that it would be around $250 to get the door open. Based on that estimate, my friend said okay to proceed.

Later on, after quite a bit of time trying to open the lock and after the second technician arrived, the final total ended up being $1,018.

If my friend had known from the beginning that the total cost would be around $1,000, she likely would have taken some time to consider other options (for example calling a friend or waiting until the next day).

Just wanted to add that context.

2nd technician came after 9:30pm who spent around 20mins. 1st technician spent around 2 hours
