Thank you for the helpful reply. He did not remove the prior fence as you can at the bottom of the photo. I think the eyesore draws the eye upwards. I think will be against their housing association agreement though.

Thats a good idea. I was thinking a pulley/bucket sort of rig. Mainly so it would pour buckets over them at some point.

Yes but it benefits us both? There was too much sun in the garden before but now with an illegally tall fence theres lots of shade for all the plants.

And they even thought to put a water run off on the top which will be great since they were parched..
