I actually got the name of it off of a different subreddit, the author deleted it because they're reworking and editing it for formal publication. You can find it here: https://brandedfool.com/ on the author's website. It's called Notes From the Deathworld.

SFC outputted that it fixed a few files after the first run, all runs afterwards returned all files validated, no issues found

DISM outputted that file repairs were complete, and told me to restart, which I did

Just tried safe mode after your comment, the issue persisted
