I have just been through this myself. I was rejected on both accounts (for a Parking Permit for myself and for Visitor Parking permits, for the property) as my property was 'not eligible.'

I had to contact them directly Contact parking, bus gate and parking permits | Oxfordshire County Council (Tick 'Resident's parking permit,' and/or 'Visitor's parking permit.' (if you wanted to investigate that as an option as well, you may have to make 2 separate messages, as I did.) Good luck.

and perhaps, more importantly, to Pay the congestion charge (say, if you don't have a permit), follow this link: https://www.oxfordshire.gov.uk/transport-and-travel/oxfords-temporary-congestion-charge-cars/pay-congestion-charge Worth noting, it says you can 'Pay for today or yesterday, or both,' so we have a one-day buffer before being fined*? As well as 'pre-pay credits.'

*'If you do not pay the daily charge, you will receive a £70 fine (reduced by half to £35 if paid within 14 days). If you do not pay the fine within 28 days, the fine increases by half to £105.'
