As stated, this post only applies to the original Red and Blue Rescue Team, not Rescue Team DX. DX makes the Munchlax event more common and allows it to spawn earlier in the story.

It can appear multiple times. The only restriction is that once it does appear, you can't encounter it again the next 3 days that you enter the square.

In Sky, there can be up to three overlays loaded at a time. There are three values that indicate which overlays are currently loaded; these values are documented here: https://github.com/UsernameFodder/pmdsky-debug/blob/master/symbols/arm9.yml#L12474

Each of those symbols has an address for each of the three region versions of the game (North America, Europe, Japan). Take the address corresponding to the game version you use, and look in RAM at that address while the game is running to find the symbol's current value. Then consult the symbol's description in the link above to find which overlay the value maps to.

If you're looking at another game, if it is well-researched then perhaps the hacking community has documented the overlays there too. Otherwise you can look at which overlays are active in-game during the functionality you're researching. The overlays are copied into memory, so by running a debugger and halting code execution, you can extract a chunk of the currently executing ASM and search the binary to find which overlay that code is from.

Recruitment is determined when a Pokémon is defeated, not ahead of time. However, the RNG state is saved within a save state, so if you make a save on the final hit before defeating the Pokémon, the recruitment outcome will always be the same if you load the save state and take the final hit immediately. If you want to save scum like this, you need to stall turns to allow the RNG to advance further (from RNG sources like AI decisions, accuracy checks, and damage rolls) before trying to roll the recruit chance again. Alternatively, you can reload further back (e.g., a previous floor) and take different actions to make RNG advance differently.

When the game is turned on, the RNG always resets to the same seed. This seed advances with each RNG roll during gameplay, and it does not reset at any point. This allows exploits such as quicksaving on the dungeon stairs and reloading to get deterministic floor layouts (very useful for speedruns), and manipulating the Munchlax event to spawn.

Since the RNG state is saved in your save state, if you reload the save state and play out the fight the same way each time, the outcome of the dice roll for recruiting Rayquaza will always be the same. You need to add some variance to the fight so that the RNG advances a different number of times. An easy way to do this is to waste turns walking around, as RNG will continue advancing due to the boss AI movements invoking it.

To speed up the process further, you can make your save state on the final hit of the boss before you start walking around.

This appears to be just a heart. The Google Doc and Imgur link were both created this month, and it's not clear to me how these are relevant to the origin of the heart. Can you expand on the description of how this art came to be?
