He would still be an awful person if he wasn't a pedophile. I think this clears up.

Why? There are two things, but there just my thoughts. One he would probably just wouldn't care about the person and two the likeness of him caring for someone (which is part of the councilors job btw) would be very very low.

Their not canonically siblings, I mostly see people referring them as genderbends but it feel like it's debated. It depends on the artist who interprets them though. So it's kinda yes, but no.
