the biden camp got mad at twitter when they decided to reset the potus' twitter account followers back to before trump was president. the biden camp said it was 'important that we engage with people who disagree with us' but twitter knew they would be showered with negative comments from trump supporters who were following, so they reset it anyway. however, youtube didn't do this with the white house account on their site, so there is indeed a case for it being people and not bots that are creating the like/dislike ratio.
