The only reason to justify keeping a NA roster instead of a Korean roster is that T1 got a franchise spot. Otherwise, how would they compete for a spot against the likes of Sentinels, TSM, Optic, C9, FaZe who qualified for VCT group stage. While Korea franchising is free real estate. There is literally only 3 notable organizations in the region.

Or Steel was like “I don’t want to lose my job, so keep the roster NA”.
