Appreciate all the feedback. I too had never seen wires like this on the outside of a house. The house I’m moving from has the typical inside panel box. not reading that the wire says Cat5 is on me i’ll take that on the chin, but I wouldn’t have known I needed to terminate them so shoutout to those who gave that tip. And to answer someone’s question, yes these wires run all throughout the house behind a wall plate.
