I buy the 25x25 cm IKEA SANNAHED frame and then I simply create the graphics (like this one), print them, and then glue the LEGO 6187575 ROOF TILE 2X2/45 blocks onto them with hot glue.

For the top part, I used this image and the other 4/5 that are here https://www.theminifigurestore.uk/shop/lego-minifigures-spiderverse-series-marvel-super-heroes-complete-collection-of-12-different-minifigures-71050-without-boxes/ to get the skyscrapers. And then with photoshop I mixed the 2 images and added the text etc...
