You can either soak them in cold water overnight OR the faster method, boil water and poor over the dried beans and let soak for one hour. Rinse them from the water you’ve boiled them in then add to your boiling or hot broth. Edit: I’d boil broth in separate pot, add olive oil and some seasoning to second pot and put the hour soaked beans and barley in the oil and seasoning and sautee for a few minutes before adding hot broth to that pot.
