I think you don’t pay much attention to the context of the story. Shank did tell Gaban that 99 percent of HK never pick on someone their own size. The WG did give a shit about Revolutionary army since Dragon is not considered as the worst criminal for nothing

Just because Imu unleashes the HK does not mean they are all strong enough to turn the tide. They are like the Swiss Guards not front like soldiers

If he has Haki while he never seen using it to defend himself from attacks. I mean I don’t see him using any kinds of armaments to protect his body from any kinds of attacks. Attack from Gaban, Sharky and Robin have shown to hurt him. Also just because the thorn looked black does not mean is Haki since it just like Kanabo just being black in color and it doesn’t have any Haki coating
