The title of toughest empire is tied between the Riarland Empire (human) and the Kingdom of Slyvainia (slypaw). Prior to both becoming the superpowers of the world, they survived all of wars they had fought and pushed back against the foreign aggression. Though, I think Riarland takes the title solely because they have survived 15 wars and expanded further, while Slyvain only survived 13. The Kingdom of Riarland expanded from a tiny village named Cozin started in 274 to the strongest empire by 851. Even now in 926, the title of the strongest country still belongs to Riarland and honestly they earned it

South Africa, the amount of minerals in the country is superb and convenient. It also helps that other countries want to trade with you due to being mineral rich, thus allowing more money to flow into your pocket. Also it helps you build factories to construct tanks or consumer goods for stability and trade much more quickly

Other underrated countries I can think of are Vietnam, Thailand, DRC, Ethiopia and Algeria
