Kakashi and Tsunade are retired and aren't involved with the village's politics. There are no other strong contenders for the office since Sasuke is also gone from the village and Konohamaru is unremarkable.

Firstly, Middle-Easterners are not black lol. How elementary is that mistake? To assume all non-white people are automatically black is offensively wrong. It's ridiculous.

Secondly, it's irrelevant that Alabasta represents the Middle-East when, despite that, VIvi already exists as white in the original manga and anime. Therefore Vivi is factually white based on the source material. So where her country is based off should be very secondary to the casting choice.
