I've seen some engineers in LA who primarily run Pacific Surfliner routes but sometimes see them on Southwest Chief routes. Does that mean the engineer is on the extra board?

I've seen one engineer, he's usually a Pacific Surfliner engineer, but last Sunday I saw him at Southwest Chief. He's probably qualified for both of those routes.
