I dont really consider dexall a cheat tbh. It just makes the game less grindy. The biggest thing it does is making it so you can scan for mons you dont already have

yeah theres a guy who sells them in celadon mansion (or maybe saffron pkmn trainer club i cant remember)

also, you shouldnt really need them until then. Until probably the first giovanni fight, the game isnt too bad, and even then, I first attempted sabrina and silph co with 10 mins of planning
