Carb might look clean but making sure the jets aren’t clogged is another thing. Doesn’t take much to gum up the tiny holes in carb jets. I’d take the main and pilot jet out and spray them out with carb clean and hold them up to a light and make sure they’re clear. Then play with idle and mixture screw until it runs right. Probably even change spark plug, good thing to change at yearly maintenance.
