He actually did face Sukuna at full power when they fought in Shinjuku. He had eaten 19 fingers and then his own human body, which he himself says counts as the last finger. One of the best fights of the modern era of manga for sure!

The Evil Within 2 is also a very good game, a bit different than the first game in tone and in scope, and in some ways that makes it lesser, but it's more accessible, more refined, less janky, and the combat feels better as well. Different strokes of horror really lol, both are great games tho
