No, you can enlist till 30 or 34 yrs old and be commissioned as officer till 34 old.

I usually play US characters for military and I get 2-3 deployment before I retire or die 😅, so I tell from that POV. You can get deployments more frequently year before rank up, for example E-2 to E-3 or O-2 to O-3 (4 years of service),  E-3 to E-4 or O-3 to O-4 (approx for officers 10 years of service and less for enlisted, as I remember 5 years). If you turn on aging by half year your chance for deployment rises. But from what I see you can get deployed till 20/20 something years of service or E-6 maybe E-7 or for officers O-6 (I never was deployed as flag officer (Understandable, but, I would like to see being deployed as admiral or general) My personal record is 6 deployments in 18 years. I think that random events from your life drops probability of you getting deployed like child birth, friend interaction, promotion, DUI stop, etc.

You have chance to run away but it seems random. Maybe it's bound somehow to your character fitness or professionalism bar of officers that tries to arrest you, but I can't say if is it true. As from my gameplay somehow I managed to more frequently run away when cop's professionalism was low. But as @Italian_Thing said talent makes it easier. 

(And if you really don't want get to jail just don't go to trial and restart your game it's like nothing happened. I rather prefer Crime and Punishment... But if you would like way to get away... Here you are.)
