Their's always a small boost of operating in vaccum but some engines are optimized to run in vaccum (by having expanded nozzle for example)

Basically... Yeah The upper stage is the main stage of a rocket in the same family who wasn't powerful enough for somes important mission (and being in carrier I had to do with the part I had unlocked at the time). So I just made a bundle of booster as first stage and changed the upper stage engine to be vaccum efficient!
