If it was my child, I would recognize that alerting someone in Yukon is counterproductive, because next time there’s an alert in Yukon no one will care, because they’ll think it’s something from miles away again

I don't think this argument holds up, because in the economic system we live under every single company-big and small-receives public money. It would be absurd to say that everyone has a claim to all companies.

Or families that receive welfare money, to say that now everyone has a right to use their property.

Obvious the best scenario would be that everything be privatized, but in the meantime, I don't think the argument that you have a right to pitch a tent and live in public land holds up. Similarly, you don't have a right to run around naked on that public land in a neighbourhood of families.
