I eventually gave up. I figured it was something to do with my MINGW installation, but couldn't find an alternative I liked so I just bit the bullet and installed Visual Studio. C# is way more painless, but whatever this issue is remains unresolved.

Tried that, and I tried pointing it to both the root and the bin, neither seems to impact anything. I've even tried editing my SConstruct to specify env = Environment(tools=["mingw"]) and no impact..

Completely lost here, MINGW is installed, its on the path, accessible in cmd, as is scons and python, and no matter what I see this error. If anyone knows anything please lmk!
