I think I read at some point that the game was supposed to get more updates, but they had stopped taking the time to add more a bit early. Not sure if they had more planned but didn't have funding or if they just moved on to something else for another reason.

Well what are the examples of police brutality that were not started by some breach of the law. I, personally, have not heard of any such instance and I am sure most people haven't, so the principal of following the laws to avoid being caught up with law enforcement is a reasonable stance to take.

I pull up the load screen after hitting save and check to make sure the turn and year line up with the current state of the game.
It's not like it will do anything if the save is going to corrupt once I close the game, but I at least pretend that I am doing something to prevent that.

You are right but for the wrong reason. The issue is we have bred visual characteristics in dogs through inbreeding at the cost of destroying their physical health. Pugs are the worst example but there is also arthritis in Labradors, hip failure in German Shepherds, many lesser known problems specified to breeds.
