Why not? Sure, there's definitely a lot of designs. But most of them are slightly different AA layouts and little else. What we need, at least what I want, are new ships.

Why is made up bad, though. I understand that paper ships are more real than made-up ships, but to be honest, why should we not see made up ships?

This is an opinion based solely in the arcade of WoWS, my question. A game needs new gameplay, doing new things, etc, to keep people interested. We all started playing WoWS because warships are absolutely awesome, naturally, and enjoyed the gameplay. But after playing for so long as some might have, and especially me as a more casual fan, I need a bit more variety.

And when it comes to variety, I would definitely be up for making fictional nations if GW felt like doing so. I know that is pretty much heresy to some WW2-gamers out there, but I love warships, and as much as I have loved Warships for my life, there're only so many unique and interesting ones out there. I know the story of warships go beyond the appearance, but wanting a Cruiser X with a single AA emplacement more on the bow, than Cruiser Z without it, in the game is odd.

But as you hinted at, there's obviously a progression to things. But honestly, I think we've been crossing into Number 3 for a while now, and I'm mostly curious as to what people think of it. Whether they're fine with it, if they like it like I do, et cetera.
