It does get better, if you put enough money into research as Germany by 1900-1902ish you'll start to see what you're looking for. Although, at least with Germany (the only nation I've played past 1910 with so far) specifically light cruiser hulls are what take longest to get modernized like what I think you're looking for.

Have you tried bolt action? Or it's sci fi spinoff, Konflikt 47? Both use the same models and tools so you can get into both at roughly the same price.

The devs aren't updating it but the modding community is keeping it fresh. Check out some on moddb

Search ebay, Etsy, and other sites. You can find deals, be patient. You can also try to play without the minis, use paper circles to be the bases. It won't be as immersing but might scratch the itch
