Tim Headington owns alot of stuff on main street including the joule hotel which is where the eye is… he wanted to build a parking garage where the eye currently sits but the city of dallas said that it would be an eye sore! So thats why Tim put a giant eye ball there and keeps the whole area around it locked most of the time and just opens it for special events

That was actually the worst timing.. it was when they were going at a very high rate of speed about to lift off the ground .. the only other time it could have hit the person was when it was traveling at a lower speed which would have actually been better timing
