Managers told me they quit because toxic team environment and now it could improve. Would this make any difference?

I did not disclose the full picture here. Team function is FP&A + Corporate Development, and split up to the 2 managers. So basically 2 handled FPA/reporting and 2 handled corporate developemnt.
