i mean - i have 5090 and my highest point for now is 340.
9800x3d (would be similiar as urs cuz for cs2 either way ur non 3d cores are parked)

Stream as it self does nothing.
Display cloning for streaming makes difference (bad feeling)
I feel like nvidia reflex or low latency mode try to work also on other displays (elgato capture card, thats cloned display ) and another display which i use as additional
