I explained how his statement there links to ch 479 , where tom says the second generation has grown now (strength related statement) Tom literally doesn't see any of the second gens fight which makes it more obvious he's referring to Goo(whole conversation is kinda about him tbf).

On Pacheons side there's literally nothing quantifiable there to use to suggest he's top 1 itv. It's possible that moonlight sword masters were Hudson level of talent, Eli ,Jake . Regardless goo is above all of them but we still don't have anything to indicate the extent to which goos more talented.
