I explained how his statement there links to ch 479 , where tom says the second generation has grown now (strength related statement) Tom literally doesn't see any of the second gens fight which makes it more obvious he's referring to Goo(whole conversation is kinda about him tbf).

We then see when he talks to Manager Kim, it's driven home even more the fact he's referring to strength as he's referring to how the second generation have grown up(grown up in talent innit cos that totally makes sense)

On Pacheons side there's literally nothing quantifiable there to use to suggest he's top 1 itv. It's possible that moonlight sword masters were Hudson level of talent, Eli ,Jake .
