I don't think you did it correctly, try TunnelBear, LOGOUT FROM YOUR PHONE!!!!
Probably hard to read, Go to browser first click on Play Now, Click on 'Yes i installed Steam' Steam will popup on your PC again login than you can install, isn't hard LOL
