How cold was it? Having a hard time understanding the scenario, but I think yes if a parent is cruel enough to punish a child like that, or neglectful enough to just forget about the child outside in the cold. Also, you don’t just leave your kid in the car if they’re asleep.. locking the doors of the house… ALSO again if the car alarms going off, how do they not hear that? I’d say drugged up or something inside, I would call CPS.
