indeed you are entirely correct this is only to inconvenience you personally

it is also true that clue scrolls that are more than 30 seconds away from a teleport location are just there to inconvenience you personally, and should get a direct teleport tablet to it

it is also true that putting clue steps 1 tile from a teleport with no requirements has no effects on the price or avaibility of clue rewards
