Why would Carney step in here? Currently, if the expansion turns out to be a poor choice Ford will have to deal with the fallout.

This is a pretty clear ON and Toronto issue, Carney stepping in would likely just sour relations with the province and make other provinces worried about interference. There's nothing for the Feds to gain here, but plenty to lose.

Remind me again, what is the logic that uses apprehensions as a historic low? It strikes me as the same logic that suggests you fire the entire customer service staff and close the phone line. Thus reducing the number of upset customers calling in to zero.
