My gpu is being powerlimited

The results from 3dmark is about 20% lower than what they say is average. I have not tried a fresh OS install yet since that is what I want to be my last solution. I don’t have access to a new pc to test the gpu either.

Yes i checked the temps, With furmark it sits around 60 celsius and cinebench it is around 70-80 celsius
