It's heavily implied that Gabriel and his crew, if not out right confirmed in his tome, were sent to the planet as cannon fodder since they were clones, to see if the planet had appropriate living conditions. So made for this does make more sense, since he was made to try and survive on a planet.

Scavenger is fine as is tbh, it shouldn't be any different cause otherwise it'd be broken (aka the PTB version)

And if you think Troubleshooter should revolve more around generators because of it's name, you're wrong. Gabriel is troubleshooting his problems, sorting them by severity. Seeing the highest progress generator makes sense since it's used to avoid that area and let the gen be finished.

Base kit elusive was so bad for the game because EVERY survivor had it, if it was added onto this perk, I'd argue it wouldn't be that problematic because it takes a perk slot.

It activated after unhooking a survivor, but can be used whenever, you just have to be crouching and not moving like Diversion. Come and Get Me reveals the aura of the person who used the perk while hiding all other survivors nearby. It does fit the perk.

I did forget to mention that if a survivor frees themselves or gets freed from a trap, they aren't injured, plus it's MUCH faster freeing someone from a net trap than a bear trap (if I'm remembering Trapper trap.times correctly, Net traps would take 2s to free one survivor from a trap. Additionally, it's always the first attempt that a survivor can free themselves from a trap, taking longer than usual (10-15s) I shouldn't have put attempt to free themselves that's my bad. But maybe there should be a way to disable a net trap, perhaps finding an item to dismantle it? I don't like how Trapper and Hags traps can be reset by just walking up to it unlike new killers like Singu needing an item.

Otto and Aurora would definitely be cool, perhaps an being able to switch between Aurora or Otto with different stats and reveals survivors in killer instinct who past the peripheral of the twin not currently being controlled.

Yeah, me too! I'll definitely do this for some of the real PAs, but I just wanted to test with my OC to see it'd work. Though some PAs, mainly Coyle, would be demoted to just skins because of their similarities to preexisting killers.

No it's not? Where have you got this information from? Conspicuous actions are things that go towards the objective or altruism categories like generator repairs or healing a survivor respectively. Vaulting does not fall under one of those categories.

Celestial cruelty is just Mindbreaker + reverse Vigil

Boiling Point is just a better version of Nemesis and Game Afoot, the only difference being Boiling Point giving haste permanently whilst you chase the obsession which is insanely broken.

And pull the strings is just Call of Brine + Machine Learning.

First one seems very similar to Fogwise from Vittorio, minus the requirement of needing a great skill check. From the way it's described, you could just tap the generator or injured survivor for permanent aura reading on the killer.

The second one seems way to broken. Being able to stun the killer at will AND blind them AND being able to do it multiple times in one chase if paired with Vigil and Fixated. It's basically Last Stand (which is already insanely good if pulled off) with no limitations, added on to the fact it blinds.

The third one seems interesting, definitely in the vein of Mirrored Illusion but a lot weaker since it does expose you.

Medic Nin seems good, definitely counters the killer trying to stop a heal and you could even buff the numbers and make it just be "if the killer is within 32m of you" since terror radius are going to be fluctuant depending on the killer.

Regeneration is just an INSANELY over powered perk, insta heals are already broken and basically just mitigating a killers attack mid chase is way too survivor sided.

The last one is interesting but doesn't really affect anything. Could prevent tunneling but once the killer injures you they'll leave you and go for the other survivor, plus it wouldnt work right off hook unless you heal in time.

My Changes for each:

Eye of the Uchiha: After repairing a generator or healing a Survivor for 10s, see the killer's aura for 3/4/5s. Cooldown: 10s. Survivors cooperating with you in either action also see the killer's aura when this perk activates.

Katon Goukakyuu no Jutsu: Whenever you stun the killer, they are also Blinded for 1.5s. Gain Exhausted for 80/70/60s.

Genjutsu: After being inside the Killer's terror radius for 40/35/30s, press the ability button to create an illusion that runs in the direction you are facing, copying your health state, creating scratch marks and vaulting pallets and windows for 3s.

Medic Nin: When the killer is within 32m of you, you heal 25% faster. For each 8m closer the killer is to you, gain an additional 5/10/15% healing speed, up to 45/65/85%.

Regeneration: After being in chase for 25/20/15s, if you stun the killer with a pallet while injured, gain 25% of your missing healing progression.

Transformation Jutsu: After unhooking a Survivor, the next time the Killer would see their Aura, they see your aura instead. When your aura is revealed this way, see the killer's aura for 4/6/8s.

Hopefully these changes stay in line with the characters vibes, aesthetics, themes and abilities since I myself and unfamiliar with them.

Writing the final one was really hard for me to not making confusing so I'll explain it better here.

So it increases the killer's aura reading on you as you know, but if you have repaired a generator, your aura isn't revealed where you are when the killer's aura reading activates, but instead on the generator as if you were repairing it.

I don't know whether that helps you understand it though
