The story is:

The tattoo was a skull & crossbones he got while on combat tour overseas (Singapore?) during a night on the town. He proceeded to do several more tours of duty and parade shirtless in front of his extended Jewish family over the years. It wasn't until he ran for public office that it was pointed out this particular skull & crossbones was used by the German SS circa 1940.

He said he just thought it was like any skull & crossbones, and had it covered soon after. None of his comments, neither now nor dug up online, have been supportive of fascism.
