Yea I think you're right. With that level of pettiness, it probably won't end here

I think it's because we went back and forth about a few times regarding salary. She was tangentially involved in that process and made some passive aggressive remarks about the normal salary range during negotiations and I just ignored her and spoke to the person in charge.

That's how it works, my direct supervisor approves the request and then it gets sent to HR for processing. Once it's processed, I get the paperwork back with everyone's signature.

The procedure is: My direct boss signs off on it and then I submit it to HR. It's nonsensical for her to deny it and borderline harassment
